Home and Community Care Services
Home and Community Care Services (HACC) aims to help older people, people with a disability and carers maintain their independence.
Eligibility and Assessment
A formal assessment must be completed for access to Home and Community Care services. A Council assessment officer will complete an assessment in the home. This takes around one hour. Access to services will be discussed during the home visit.

Services Available
Home Care
The Home Care Service is provided to maintain your living environment to a reasonable standard for your safety and security.
Home Care services include, but are not restricted to:
- Vacuuming
- Mopping floors
- Cleaning bathrooms/showers
- Laundry
- Shopping
- Bill paying
- Making the beds
Personal Care
You can feel confident that trained and skilled workers will assist with your needs. All personal care tasks will be undertaken in a sensitive manner that suits you and offers the greatest comfort.
Personal Care Services include but are not restricted to:
- Toileting
- Showering
- Shower assistance
- Grooming
- Dressing
- Assistance with feeding
- Prompting/checking medication
- Eating/drinking
- Meal preparation
- Assistance to Medical or related appointments
- The service operates seven days per week with limited services on weekends and public holidays.
Respite Care
Respite services support the caring relationship by providing the carers of older people and younger people with a disability with a break from their caring responsibilities.
In-home respite is available to the carers of older adults and younger people with disabilities. The respite care service is provided in your home and at times that suit the carer. These respite care sessions can occur at a regular time and/or on an ad hoc or emergency basis.
You can reasonably expect Community Support Workers to provide some domestic assistance tasks during the respite session.
Home Maintenance
The home maintenance service is provided to maintain your living environment in a safe and secure manner.
The home maintenance service includes, but is not limited to:
- Installation of ramps/rails (Occupational Therapist assessment required)
- Installation of smoke detectors and battery replacement
- Cleaning spouting
- General repairs (e.g. tiles, floorboards, doors)
- Repairing or changing door locks
- Changing light globes and tap washers
- Window washing (annually)
- Pruning plants that overhang footpaths or block driveways or windows
- Splitting and stacking of firewood
No task that should be performed by a qualified tradesperson will be carried out.
There is a small cost associated with the service. Clients are also expected to pay for any materials purchased and provide a small contribution for the removal of rubbish.
The service is available Monday to Friday.
Delivered Meals
Meals consist of three courses and a drink; meals are delivered between 11am and 2pm Monday to Friday. Weekend meals are delivered on Friday. Meals for a public holiday are delivered the day before.
Meals cannot be left in an esky. If you are not going to be home to receive your meal please advise the Meals Coordinator on 9439 6583 to make alternative arrangements. Please cancel your meal 48 hours in advance, if you will be out, otherwise you will be charged for the meal.
Payment options
These options apply until 30 June 2012
In person: Detach the payment slip on the invoice and bring it with your payment to the Nillumbik Shire Council offices. You can pay by cash, Eftpos or credit card, or Cheque.
By phone: by credit card only (minimum $10). Contact Stephanie on 9433 3319.
By mail: Detach the payment slip on the invoice and mail it with a cheque or money order made payable to Nillumbik Shire Council.

Community Transport
Council currently provides shopping trips for older people, people with a disability and their carers who are transport disadvantaged. These trips run Monday to Wednesday and Friday.
