Council appoints Executive Management Team

CEO of Nillumbik Shire Council, Mark Stoermer today appointed three new Directors to lead the organisation with a focus on customer service, continuous improvement and community engagement. 

Mr Stoermer announced that Council’s Executive Management team is now complete following the appointments of:


Matt Kelleher - Director Services and Planning

Hjalmar Philipp - Director Sustainability and Place

Rachel Cooper - Director Business and Strategy 

Mr Stoermer said “I welcome these highly experienced leaders to our organisation. I look forward to working with them to deliver Council’s goals through collaborative and consultative leadership.”  

Matt Kelleher - Director Services and Planning

Experienced in local government, Matt has extensive leadership experience spanning a broad range of disciplines in planning, regulation, strategy and economic development. Matt has a strong track record of delivering a range of complex strategic projects, with strong community and stakeholder engagement to make a positive difference, achieve results and outcomes to benefit the community, most recently with the Bayside City Council. 

Hjalmar Philipp - Director Sustainability and Place

Hjalmar is multi-disciplined in engineering, environment and economics and brings a wealth of global experience and expertise to Nillumbik. Hjalmar joins us from Oil Search Limited, an ASX listed oil and gas company, where he was head of environment. His career has encompassed enterprise change management, engineering, planning and sustainability responsibilities in sectors as diverse as local government, oil and gas, engineering and professional consulting.  

Rachel Cooper - Director Business and Strategy

A highly experienced leader and change agent, Rachel joins us from Wyndham City Council. Rachel has extensive executive experience across strategy, brand and marketing management, business transformation, stakeholder engagement and public sector reform.  Rachel has led complex organisations to achieve measurable results in growth and efficiency, through strategic vision, perceptive leadership, creative problem solving, sound governance and strong commercial acumen. 

The Directors will commence within the next month or so, and start work with Council Officers to deliver on the goals that help make Nillumbik the wonderful and unique place that it is.
