Nillumbik Building Surveyors issue building permits for both domestic/residential and commercial projects across metropolitan Melbourne.

We service projects both within and outside the Nillumbik Shire Council boundaries.

What is a building permit?

A building permit is written approval from a registered building surveyor, such as Nillumbik Building Surveyors, certifying that your plans meet minimum standards and comply with the Building Regulations.

A building permit is required before the commencement of building works, which includes construction of new buildings and demolition and/or alteration of existing buildings.

Do I need a building permit?

A building permit is generally required for:

  • External work including extensions, verandas, garages and second storeys
  • External work requiring windows or walls to be moved or altered
  • Any new building
  • Demolition of a building
  • Change of use of a building eg: from warehouse to dwelling, or dwelling to rooming house
  • Construction of fences
  • Construction of a swimming pool or spa
  • Minor structures eg. carports, roller doors etc.
  • The installation, alteration or removal of any Essential Services

The building permit process

Step one: prepare and lodge your building permit application

Before you begin

Before preparing your building permit application, we recommend consulting with an expert such as an architect or draftsperson for building design advice. Nillumbik Building Surveyors are available to provide technical advice. 

Prepare supporting documentation and lodge the application

Complete the online Building Permit application, and provide all required documentation such as architectural drawing, land titles,etc

Please note that building permit fees do apply - these are determined on a case by case basis taking into consideration the scope of the project, mandatory inspections required and the cost of the works.

We may require further details about your application. Please respond to any requests promptly to avoid delays.

Step two: building permit is assessed and issued

Once all required items are received, Nillumbik Building Surveyors will assess the application to ensure it meets various regulations, including the Building Act 1993 and Building Regulations 2018.

If it is determined that your application meets the required standard, you will be sent your building permit and endorsed drawings. The building permit will include information about mandatory inspections which are required throughout the building works.

Confirm other permits are granted

In some cases, you may require other permits such as an asset protection permit, footpath trading permit, planning permit etc. Make sure you have all the permits you need before you start building.

Building commences

Construction can commence when you have received all necessary permits.

Step three: building inspection and inspection report

Contact Nillumbik Building Surveyors to arrange your first building inspection. Your building permit will contain instructions about how and when to arrange this.

We will perform a mandatory inspection to make sure that all work is being completed in accordance with the permit. After the inspection, you'll receive either an approval or a Direction to Fix. If you receive a Direction to Fix, it's important to attend to the items listed within the required timeframe. 

Mandatory inspections will continue until the work is completed and complies to building legislation.

Final inspection and occupancy inspection

Before the last inspection, you may need to submit an application for an occupancy permit. This allows you to occupy the building after work is completed and approved. Your building permit will provide instructions about whether to apply for an occupancy permit.

Step four: finalisation

After the work is complete and Nillumbik Building Surveyors has approved the work, we will:

  • provide a Certificate of Final Inspection, or
  • issue a Certificate of Occupancy.

Fleur McDonald

Building Customer Service and Administration Officer

Fleur joined the Building Team early in 2021 after working in the Environmental Health Team at Nillumbik Shire Council for six years. Fleur can assist with the lodgement of all building related applications and inspection bookings.


Cassie Lindsay

Building Customer Service and Administration Officer

Cassie has background experience from a previous council in the building department and can assist with the lodgement of all building related applications and inspection bookings

Melanie joined the Building Services team in 2021 as a cadet Building Surveyor, and is currently working in the Building Services Customer Service team while studying Building Surveying.

Chris Dal Santo

Deputy Municipal Building Surveyor  (Compliance & Inspections)

Chris started his working career in the building industry on the tools as an apprentice carpenter and then a qualified carpenter in the family business for ten years before changing career paths to become a registered building surveyor. Chris has a wealth of knowledge and experience in mandatory and compliance inspections as well as issuing building permits, specialising in domestic building work.

Shane Townley

Building Inspector/Assistant Building Surveyor

As a registered building inspector and assistant building surveyor, Shane’s role is to assist in servicing the Building Control area; carry out legislative requirements relating to mandatory/enforcement inspections and assist with processing of Building Permit applications. Shane has over ten years’ experience in the construction industry having worked in a variety of environments; acquiring both office and field experience ranging from Civil Engineering and Land/Engineering Surveying to Building Surveying, Inspection and Consultation.

As the Municipal Building Surveyor, Mehran’s role is to ensure Nillumbik Shire Council continues to fulfil its building control obligations under the Building Act. Mehran has over 17 years of experience working for local government and the private sector.
