Register a new health and wellbeing business

In Nillumbik, all personal care and body art businesses must be registered with Council and follow regulations to help minimise health risks.

Under the Public Health and Wellbeing Act 2008 you must register the place of business (premises) where you provide personal care and body art services.

Registration requirements for high-risk beauty and personal services

If your business offers high-risk services, you will need to follow the registration requirements.

These services include:

  • tattooing
  • body piercing
  • any other skin penetration procedures.

Beauty therapy services

Registration requirements for medium-risk beauty and personal services

If your business offers medium-risk services, you will still need to follow the registration requirements.

These services include:

  •  permanent or semi-permanent make-up (cosmetic tattooing)
  •  facial or body treatments
  •  manicures or pedicures
  •  applying or repairing artificial nails
  •  hair removal using electrolysis or waxing.

Hairdressing and low-risk beauty services

If your business offers hairdressing or low-risk services, you will apply for an ongoing registration.

These services include:

  • hairdressing
  • temporary make-up.

Council charges registration fees based on the calendar year. If your business opens part way through the year, a pro rata fee will apply.

Pro rata fee structure

Once your application is lodged, the final registration fee will be determined by the classification of your business and will be calculated and displayed.

Operating your business without renewing on January 1 will be considered trading unregistered.  

What happens next?

After your application is submitted, there are a few more steps that must be taken before your registration can be confirmed.

Council assesses your application

After your application is received and the application fee has been paid, an Environmental Health Officer will review the submitted documents.

Risk assessment

An Environmental Health Officer will contact you to arrange an appointment to meet onsite and conduct a risk assessment. A report will then be issued listing any non-conformances.

Final inspection

After any non-conformances have been attended to, an Environmental Health Officer will attend to conduct a final inspection.

Certificate of Registration

Following the final inspection, a Certificate of Registration will be issued.
