Container Deposit Scheme
Victoria's Container Deposit Scheme (CDS) provides a 10c refund for every eligible container returned for recycling. This will help reduce litter in local streets and parks.

Become a collection point
Visy is the zone operator for the northern zone of Victoria, including Nillumbik.
Visy is seeking expressions of interest from local businesses, not-for-profits, community and sporting groups to become an over-the-counter collection point operator.

Charities and community groups also have the opportunity to receive donations or containers for fundraising purposes.

Litter bin CDS collection unit trial
Council is installing 16 wire baskets and 8 vertical rails on some public litter bins across Nillumbik. This is a trial to help keep eligible CDS drink containers out of landfill.
Use these collection units to leave your empty 10c containers for someone else to return, or collect containers and take them to a refund point to claim the 10c refund.
Trial start: The CDS collection units will be installed by June 2026. We will review the trial after six months. If it works well, we will look at adding more units across the municipality.
How to use the baskets and rails
- Look for a basket or rail attached to a public litter bin.
- If your drink container has a 10c mark on the label, place it in the basket or rail (not in the bin).
- You can also take containers from the basket or rail and return them at a CDS refund point to claim the 10c refund.
Most drink containers between 150mL and 3L are included. Look for the 10c mark on the label. Some items are not included (for example, plain milk bottles, wine bottles and spirit bottles).

Anyone can leave eligible 10c containers in a basket. Anyone can also collect containers from a basket and return them for the refund.
Why we’re doing this
Drink containers are a common item in public bins, and parks. These baskets and rails make it easier to separate eligible containers so they can be recycled and returned for a refund.
Recycling through the CDS means cleaner recycling streams and helps more materials be recovered and reused.
This will mean:
- less litter in public places
- cleaner parks and streets
- less waste going to landfill
- 10c refunds for people who collect and return containers
