Council received notification from Hon Richard Wynne MP, Minister for Planning, regarding Amendment GC119 to the Manningham, Banyule and Nillumbik Planning Schemes.

The Fitzsimons Lane / Main Road upgrade is a State Government project managed by Major Road Projects Victoria (MRPV). It is not a Nillumbik Shire Council project and Council does not provide approval for the works.

The State Government proposes to remove the roundabout and install a signalised intersection and additional lanes at Fitzsimons Lane and Main Rd, Eltham. While Council recognises that congestion is a significant issue at the intersection and supports State Government efforts to improve this issue, Council does not support the planning process to deliver this project.
Council’s concerns relate to the public consultation regarding the proposed works and impacts on environment and amenity of the Eltham Gateway.
Council has written to MRPV, the Victorian Minister for Roads, Minister for Planning and Local Member for Eltham requesting conditions be included as part of the project that improve road design, maximise tree and vegetation retention and minimise the effects of construction.
Council also wants assurance given to the community that the traffic modelling informing the intersection design is appropriate, and has requested community and stakeholder advisory committees be established to improve consultation.
