Understand your rates notice

Each year, Council calculates rates and sends all property owners a rates notice.

Your rates notice contains important information about the value of your property, and the rates and charges you will need to pay.

Property valuations

The Valuer-General Victoria gives Council a yearly valuation of your property. The valuation does not increase or decrease revenue for Council. Council uses the valuation to allocate rates proportionate to property value.

Term Definition
Capital Improved Value The Capital Improved Value (CIV) is the assessed market value of your property including both land (Site Value) and all improvements (such as buildings).
Site Value The Site Value (SV) is the value of your land only, without improvements (such as buildings). 
Net annual value If your property is classified as residential or primary production, the Net Annual Value (NAV) is five per cent of the Capital Improved Value. If your property is classified as non-residential, the NAV is the greater of either:
  • the estimated annual market rental of the property minus all legislated expenses to maintain that property (except council rates), or
  • five per cent of Capital Improved Value.
AVPCC The Australian Valuation Property Classification Code (AVPCC) is a classification system used for valuation purposes. Your property is assigned a code based on how the land is currently being used.

Rates and charges

Rate amount

Nillumbik Shire Council calculates your rate amount by multiplying two figures:

  1. your property's Capital Improved Value
  2. a rate in the dollar amount set by Council.

Council sets different rates in the dollar amounts for different types of land. The rate in the dollar amount is calculated by dividing the required rate revenue for Council operations by the total value of all rateable properties of that land type.

The land types and their corresponding rates in the dollar amounts are:

  • general (0.002384)
  • commercial and industrial (0.002765)
  • farm land (0.002026)
  • vacant land* (0.003576)
  • cultural and recreational land (0.000930).

The rate in the dollar for your land type is shown on your rates notice.

Any vacant land that is zoned General Residential Zone 1, Neighbourhood Residential Zone 1, Activity Centre Zones 1 and 2 or Low Density Residential Zone (to which the Development Planning Overlay 4 applies, excluding lots greater than 8,000 square metres in the Plenty LDRZ) is rated at a higher rate. The vacant land rate is 150 per cent of the general rate. Once you have lodged a building permit with Council for construction of a dwelling, the vacant land rate will no longer be charged, and the general rate will apply from the date of lodgement. After building work is complete, the property will be revalued, and the general rate will continue to apply.

Emergency Services and Volunteers Fund

In 2025, the Victorian Government introduced the Emergency Services and Volunteers Fund to support emergency and disaster response services. Victorian councils must collect this amount and pay it directly to the Victorian Government. This replaces the Fire Services Property Levy.

Waste Management Charge

This charge is collected by Council to manage waste, including recycling, green waste and landfill.

The annual Waste Management Charge covers:

  • cost of collection from each property
  • waste processing and disposal costs including Victorian Government levies
  • additional services including hard waste collection
  • programs to encourage recycling and waste reduction
  • rehabilitation of the former landfill sites at Kangaroo Ground and Plenty.
