Who's responsible for managing roads and roadsides

Council regularly receives reports from the community about issues with the surface of the roads in the Shire. But not all roads in Nillumbik are managed by Council.

As a local road authority, Council maintains and repairs local roads such as residential streets and many of the busier roads they connect to.

However, roads like Diamond Creek Road, Yan Yean Road and Eltham-Yarra Glen Road are classified as ‘arterial’ or ‘major roads’. Arterial roads fall under the jurisdiction of the Victorian Government.

Council can’t fix issues on major roads because:

  • laws and regulations restrict Council from working on roads outside our jurisdiction without an agreement in place
  • work on arterial roads is more complex due to the volume of traffic, whereas other agencies are funded and equipped to manage this.

If we do receive reports about roads we’re not responsible for, we can refer them to the appropriate authority.

As Council collects community feedback and data, we also advocate state and federal government for repairs and upgrades to arterial roads.

Council roads

Council maintains all public non-arterial roads. We ensure the local roads around Nillumbik remain safe, functional and well-maintained.

Our maintenance program for local roads includes:

  • grading unsealed roads annually
  • repairing potholes
  • repairing and maintaining footpaths
  • sweeping sealed roads on a 10-week cycle
  • collecting and disposing of dead animals from roads and roadsides
  • installing and maintaining street signs
  • installing and maintaining street furniture including bollards.

Public Road Register

The Nillumbik Public Road Register identifies which roads or parts of roads Council is responsible for.
